Buying from non reputable sellers also run you the risk of sealed packages being previously weighed and vetted. If you don't care about getting the greatest chance of getting good cards then this won't matter to you.
Anything under and or around $2.50 a pack is good for me. Lowest I've hit was $1.70.

then there are often deals and discounts going on various platforms .. like gamestop was doing buy 3 get 1 on some products .. anything close to $3 per pack would be a great deal ..
