Awful for all the reasons you said. But there are a decent amount of people using high VRAM cards for deep learning work. if you need to use CUDA it must be an nvidia card.

But 3060 uses way less power to do it. 247 vs 205 watts. Yes that will show up on your electric bill. Not like enough to starve you or anything stupid like that.... but enough to "make up for" having been cheap and bought a slightly cheaper but more power hungry card.
+ 3060 is an RTX card with all the benefits of RTX like ray tracing, DLSS, etc.
Anyway, just my comments based on comparing only these two cards.
