Yes, soft-capped means your internet doesn't stop completely.
In this case, the data will be very slow but with patience you'll be able to use messaging apps, receive emails, load maps, etc.
That said, I recommend MobileX (Verizon MVNO) for your use case - since you'll be using it for business, and don't need the roaming. It's about the same price.
Update: don't bother with the website. Install the app, set up an account there, then look for the option to buy a sim inside the app. That worked fine.
