Congratulations 👏 You lost about 25%+ fps. Good for you for wanting less performance.
The card itself uses 335W. For this system the total power draw is probably around 550-600W. So 750W is plenty.

The recommendations for PSU ratings are for the total system power needs. The card makers will recommend a high value to cover any possible system configuration such as high power CPU and lots of memory etc. They do that with lots of margin to make sure its safe for people who don't know their power usage and blindly throw a high power card into a system with other high power devices (CPU, memory etc).
As long as the total system requirements are less than the PSU rating (with margin) then you're fine.

Not if you want to play the latest games with Ray Tracing. Cyberpunk and it's expansion look great with path tracing. Portal remake looks phenomenal. And almost all upcoming Unreal Engine 5 games while use some form of Ray Tracing for lumin. So if you're buying a system at all for the future, this is something you have to consider.

It's a shame Nvidia doesn't look to the future with the sad amount of Vram they put on their mid range cards.

AM4 is DDR4 only (Ryzen 1000, 2000, 3000, 4000, 5000 series). AM5 is DDR5 only (Ryzen 7000 series). Intel 12th and 13th gen is DDR4 or DDR5 depending on motherboard compatibility. Only difference for Intel is memory bandwidth benchmarks and DDR4 is cheaper.

The 6950 was marketed as a 4K card, but it is last generation now. It should run most games well as long as you don't use ray tracing, but it might not hold up as well as something like a 7900xtx in future games.

Cyberpunk is a marketing shit show. I love all of the benchmarking videos of RT where shills tout how great RT is.

I think you are better off building this yourself, get a better MB and RAM, the one in this seems very weak and cheap. I see that as the Achilles heel in this build.
