I'm looking for a computer that can do this:
1. Portable and doesn't weight so much
2. Can handle some games like the new Diablo and Star Wars
3. Edit Pictures and Video (Photoshop, Final Cut, etc)
4. Can handle Excel, Word, Outlook
5. For code learning like Scratch, Python, Java

It's a budget gaming laptop with 1080p display.....
The HP Omen 16 also from Bestbuy with the Radeon 6650m 8gb for $750 is a better buy imo, of course that's if you can live without Nvidia features like dlss since that's main advantage this 4050 has. Frame gen might be useful but idk, it uses extra vram and I don't know how well it will work with just 6gb in heavy games.

Portable is subjective and can make it tricky to get value for a budget since even modest gaming laptops are fairly pricey now. I'd consider ~5 lbs to be fine for budget since trying to go 4 lbs or less would be extremely limiting for budget gaming laptops.
Do you already have Diablo 4? I've been playing it a lot on my desktops and noticed it's both RAM and VRAM hungry but otherwise runs well. Haven't tried newer Star Wars games myself but saw it's also VRAM and GPU compute heavy. I get around D4 pretty fast at end game so I turned off all upscaling as it doesn't look good to me on 1080p ultrawide 34" monitor. On native, my 8gb VRAM wasn't enough for ultra and high still occasionally stutters (hub town, load new zone etc).
For just learning coding, nearly any decent modern laptop would work. For professional cases, it's often dependent on CPU for faster compile times since it's common for even medium size projects I've worked on to take 15-30 minutes to just compile, run unit tests etc. For learning, your projects would likely build, compile, test etc in <1 minute.
For reference, my personal machine is a desktop i5 11400f and RTX 3060 Ti. Everything feels fine to me. This laptop seems OK for the price, you'd just need to dial down game textures due to VRAM and add more RAM of course. 32GB feels good for most software dev and gaming in my experience.

The gaming thing on Mac is pretty limited and has lots of issues right now. If you want to game a lot, I wouldn't say it is there yet.

The fact that the GPU TGP is only 45W is an issue. Display is quite poor. Small ram and drive size. Weak CPU.
There are couple nice machines for <$800 on here... or at least they were yesterday.

I enjoy using my Macbook for work due to the portability and build quality, but it's purely for sw development and would've cost me well over $2,000. No chance I'd buy that for myself, especially for gaming.

Cons: It's on a heavier side though. 300w charger and not a great life.
Pros: It's a tank and last long, excellent cooling system which is really important for a long life, powerful, RTX 3060, great keypad, heavily customizable.

Thanks. I was looking at the HP Omen but sold out. I noticed the new Legion Pro deal but its $1,300+, or the Dell G15 or Alienware. I'm going to hold off a bit and see if any new delas rise up.

What settings and approximate FPS do you want to play at btw? From everything you listed, the 2023 games are definitely the most demanding things you'd run so I'd plan and budget around that. I'd also note, FSR/DLSS quality (lowest setting) are OK but not that big of a help for 1080p. There's a modest fps bump along with some artifacts and visual errors. I tried 1440p and 4k monitors as well at work and when visiting friends. 4k especially was definitely better at masking the flaws of upscaling.
