A lot of good supplies at HF that my local HD doesn't carry. A lot of people hate on Harbor Freight, but I am happy to have one in my town. The 'junk tools' argument is had every time someone posts something from HF. People in the trade know what tools they need to get the job done.
Most of the time I have been able to use this on more than 5 items. Only once did a cashier say, that it's limited to 5 items. I can always go in with my wife and use the same ITC membership and each get 5, they've never had an issue with that. You could probably walk out - walk back in and say "forgot some things" and do it again.
Pretty sure no stacking, unless you are using the 10% off you get when starting a credit card. They usually give you the better price of the 2 sales though. If an item is on sale for 15% off and you use the 30% off coupon they'll take 30% off the retail and give you the better price. However, you should always check your receipt before leaving the store. Many times I have had an issue. I'll ask hey did 30% come off everything before I pay, they say.. yep! Check receipt... umm... no. They are always decent to fix it though.

I've had luck getting more than 5 items by just asking the cashier nicely. I'm not an ITC member either.

I don't think you will be able to stack those.
I'm pretty sure all that controls how many items you get discounted on is how many times the cashier scans the coupon.
