For office, non gaming system, take a look at a refurbished dell i5 for about $135.
Do yourself a favor and just get a 12100F + Arc A750 or 6600XT, the total will be similar, much higher performance, and an upgrade path for the CPU to 13th and 14th gen as well has higher end CPUs.
I'm with you. U can find newer gen cards around this price.
That being said, yes - may want to see if you can spend a little more if looking for upgrading this because the cpu is pretty barebones - but if wanting a budget rig for 2-4 years, think you can play a good bit on it.

The CPU and GPU alone probably cost $600. Not to mentioned it's 32GB RAM and 1TB M.2 NVMe SSD, etc.
