I have this and it's a great charger, single port means I don't use it as my daily driver for traveling but for adding another "charging station" at my house or office it's very economical and very versatile with PPS support. When Apple switches the iPhones to USB C in September I think you're going to see a lot more people buying this kind of thing.
Would this charge a dell laptop with a lightning port but usually charges with a 130W barrel connection power supply?
I use this with a Precision 7000 series and it does charge. Keep in mind if you are running power and GPU intensive tasks you might get throttling or discharge but it is fine for coding and web browsing.

Yes BUT I wouldn't recommend it. This may potentially damage the battery as it would likely deplete as you're using it. However this should work while charging with the machine off. You could probably get away using it to charge during use provided you aren't doing anything intensive. I would recommend getting a 140watt charger instead as it would work perfectly with no caveats.

But if they had multiple ports then the peanut gallery would complain every port wasn't 100w when being used simultaneously. Bascially they'd demand a 300w charger for a 100w price

Most AC adapters can handle 220v. This is probably rated for UP TO 220.
Edit: from this product photo that is exactly what is occurring. The device is rated from 100 volt to 240 volt. So calling it 220 is not technically incorrect, they could stand to be more specific though. Obviously this is a 110v plug BUT you could safely use it with a cheap international adapter which doesn't convert voltage.
