But these things are a plentiful at used market. $63 is ripoff.
However, buyers scouring the used market would benefit from timing the market (so catching students dumping their calculators near the end of a semester). As such, these end of summer discounts can be helpful for buyers who've been holding out and perhaps live in competitive markets for used calculators.
I would note that these battery-based models are my recommended choice for testing since you could always bring a spare set of AAA along just in case. To my knowledge, if you don't mind the lack of a nicer presentation mode (for fractions, for example) and never plan on connecting your calculator to a computer the TI-83 Plus is functionally the same as the better known TI-84 models. Of course, whether your high school teacher is as understanding about substitution is a different problem...
About the only whiz-bang feature in the 84 series was the recent release of models with a Python interpreter. Otherwise, models in the 84 range are really only distinguished by the availability of color screens and/or rechargeable batteries.
