I was tired of paying $10 for only a 3 month temporary boaters license in my state (FL) every time I wanted to rent a jetski and found out that this free safety course is all that is required for a lifetime license. They have every state available but I'm not sure about licensing requirements outside of this safety course. Note: Not necessary if born before 1988 in Florida.
The time limit on each slide is very frustrating but hey it's free..

I think it takes around 4 to 6 hours but I did a module every couple days when I had time. The company asked for an optional donation.

California law requires a person to be 16 years of age or older and in possession of his/her California Boater Card to legally operate a vessel powered by a motor of 15 hp or more, including personal watercraft (PWCs).
Exceptions to this law are:
Persons 12 to 15 years of age may operate a vessel powered by a motor of 15 hp or more, including PWCs, if they are supervised on board by a person at least 18 years of age and in possession of his/her California Boater Card.
There is no age restriction for operating a sailboat under 30 ft. long (with wind as the main source of propulsion) or a dinghy used between a moored vessel and shore or between two moored vessels.
It is illegal to permit a person under the age of 16 to operate a vessel powered by a motor of 15 hp or more, including PWCs, without onboard supervision by a person 18 years of age or older who is in possession of his/her California Boater Card.
If I take the course now, will the certificate be good when I renew my license in a few years?

In Michigan, those at least 16 years of age and born after Dec. 31, 1978, may legally operate a PWC only if they have obtained a boating safety certificate.
Those born on or before Dec. 31, 1978, may operate a PWC legally without restrictions.
So that 1977 argument goes right out the door there Gen X'er. The cutoff for inclusion in that micro-generation is Jan 1, 1979 it's written into state law.
You can tell when this Michigan law was passed as it mentions being at least 16 and born in 1979 (as those people born then are either 43 or 44 by now). I can tell you the amount of tickets the Coasties and sheriffs wrote among my friends alone probably funded their OT for the year.
Next, will this course satisfy those requirements--of course not (stupid Canadians and Boomers). Those Boomers want that 44 year old to have to schlep down to the Coast Guard or County Sheriff's office and have to sit through a 4 hour course plus pay $30 to be able to ride a PWC. The Canadians get blamed because they want a Canadian Pleasure Craft Operator Card and Michigan which shares water boundaries needed a more thorough course to accomplish this.
So thanks for nothing as this course doesn't help unless,"I am on vacation" so stick a banana in your tailpipe as I side with the Millennials.
Approved permanent Boating Safety Education Certificates for Pennsylvania residents must be issued by the PA Fish and Boat Commission. Out of state boaters must have a certificate issued for a course approved by the National Association of State Boating Law Administrators (NASBLA).
Appears to be a form for $10 they will convert any nasbla to a pa fish and boat commission cert. What scam.
OTHER CERTIFICATIONS ($10) – To convert a U.S. Coast Guard Auxiliary, U.S. Power Squadron, or other course approved by the National Association of State Boating Law Administrators (NASBLA) to a PFBC Boating Safety Education Certificate, submit this form, along with a copy of the certificate, and payment. (If mailing the original, include a self-addressed, stamped envelope if you want your current certificate returned.)
