Either way, if you have the $120 amex offer this is actually a pretty good value, and is definitely FAR superior in cost per frame compared to any other nvidia 40 series gpu (not that that's saying much). The best price I've ever seen a new 4070 go on sale for (not including previous iterations of this deal) is $540, so at $70 cheaper this beats it by a mile. The 4070 trades blows with the 6800xt in raster performance and blows it away in raytracing performance, is far more power efficient, has dlss3, and has much better support of ai and certain productivity tasks with cuda. The 12GB of vram is obviously a disappointment, and means this card isn't very suitable for 4k, but at the price it's acceptable. I've never seen a new 6800xt go below $450 (except a couple super ymmv in-store only clearance sales), so this 4070 deal is actually a better value than getting a heavily discounted last gen amd upper-midrange card, which is insane.
Gpu prices are still heavily inflated right now, and likely won't improve much until the next generation, but this is a decent value midrange option to tide you over for several more years.

It does count tax
For me, Best Buy was showing as unavailable, and Amazon was showing limited stock (which the chat rep refused to match), but Walmart.com [walmart.com] was showing the same price and that worked.
