Fairly quiet, BUT their frames make noise on and off if you mount them horizontally. Solid fans, especially at this price. You mount them in the front, back, or side of your case and they're hard to beat. But if you mount them on the top of bottom of your case, you better have some rubber washers or some such to fool with or there will be a small rattle that comes and goes. It's not loud, but it's there. Many people report that CM will RMA these if you complain about the noise.
At $10 each you can't beat it if you want 140mm, argb, and pwm. Normal pwm and argb connectors, proper square frames instead of roundish with corners, and enough pressure and airflow to use for radiators or normal case fans. Just be aware of the noise issue mentioned above.
The only other 140mm fans I'd consider are the 30mm thick arctics if you want to max airflow (diminishing returns, but it's something) or thermaltake riing floe through the 280mm aio combo (mostly for the AIO). Noctua's 140mm fans aren't up to their usual standards and the rest are unexceptional and/or highly overpriced).

You don't know nobody is buying RGB fans cause they out perform or are a better deal than any other fans… right?
