Ravensburger Disney Villainous: Despicable Plots Strategy Board Game, 2-5 players, for Ages 10 and Up – The Newest Standalone Game in The Award-Winning Line
I don't play a lot of strategy games. Someone gifted the Marvel version of this game to my nephews. We watched part of an incredibly long YouTube video trying to figure it out, and eventually gave up because we were so lost.
I asked some friends who do game a lot to play a round with me so I could figure it out. They were able to figure it out fairly quickly, but it took several turns before I even figured out what I was supposed to be doing. I found it hard because each person plays a distinct character with distinct goals, ways to win, and ways to play, so I couldn't learn what to do by watching others.
The most interesting part was that I walked away feeling like it was a really complicated game, but my friends felt that once they'd gotten the hang of it, it had little replay value. They felt they now knew how to win in each role and wouldn't enjoy it again.
Obviously judge for yourself; I don't know the people you play with. But I found this game difficult to learn.

Is it too hard for people older than 60?

I have a ton of board games and never ever buy without checking there first.
I think you need to play it consistently to get the hang of it. We have it and when you only play it once a month, it's hard to learn. We found some of the rules to not be very clear.

No. But the game definitely takes a few times to get used to
Some folks have issues with some of the interactions in the game, but it's pretty straightforward.
