Around here, there are only 2 Sams in the entire state, the nearest is about a 20 min drive from my home and the other an hour away. Meanwhile I literally drive by BJ's and Costco on my way to work and there are several of each in the state.
You're right though, Costco must purposefully be delaying online shopping as even BJ's (a company 1/10th the size of Costco) allows members to see in-club pricing, has curbside/instore pickup and has ExpressPay (scan as you go and walk out). It's not for lack of funds it's for lack of want.
One of Costco's big schticks is getting you in the club to wander around and buy stuff. That's also supposedly why they constantly move things around, basically to keep you hunting. There might be something said for all this, but I will say that I've picked BJ's over Costco (member of both) for some items because they have curbside or because I can see their pricing in the app. I'm a parent with a full time job I don't have time to go to several stores to price shop every week.
That's insane and stupid.
I know, the age-old argument Sams vs Costco, but I like that Sams can actually be bothered to have signs, AND scan and go is such a smart get-with-the-times thing.
Very limited selection but there should be something you are happy with unless very picky.
Very competitive price when on sale.
The tire centers are often very busy so you'll need to be flexible if you want to use the free rotations or have a tire patched. Often they take a long time so hopefully you'll be shopping inside for a couple hours.
Universally, people said that if you have a Discount Tire nearby, just go there instead. For price. For service. For protection plans. (They have something called Certificates and a higher level protection plan. I don't have one near me so I didn't read too much about those options but I would suggest reading before going there.)

RUMOR is that in some places, they check for membership. That's due to unsavory people. You know, basically Costco probably doesn't care if the random person gets a cheap hot dog but when droves go in that are not members, or worse those people start harassing members or making it unsanitary, then they have to do something.
That said I've never been in a Costco that required showing membership to buy from the food court, and I've been to Costco in Mexico.
