BTW, I bought the 30" version of these about 2 months ago for $27.99
My set was decent, while I see that the quality has varied, as received by other buyers.
But to answer your question it depends on if the "standard" lock is made from high quality hardened steel or crappy chinese steel and also your strength. The smaller sized bolt cutters can to the exact same thing as the larger ones the difference is the larger length handles give you more leverage to make cutting easier.
This option comes with lube, can't go wrong with extra lube is a motto that has served me well!

M12 fuel mini grinder is faster and goes right inside a hoodie pocket.
Then again, many folks use undersized locks that can be handle with hand snippers.
