It doesnt more than likely but it's a simply function of distance you sit fro mthe screen and screen size to whether you notice the resolution difference or not. You would have to be pretty close to a 32" tv to notice any difference in 720p and say 1080p (<6 feet away) or 4k (<4 feet away). So basically even if you have this at the end of a bed in a dorm room laying down the other way you wont likely notice any difference in 720p vs.1080p and 4k at 32". Now lets say you're in a dorm room and want this to double on your desk as a computer monitor and you sit 2-2.5 feet away from it, yeah, you'll notice it very much then. Thats about the only use case for higher than 720p in a 32" tv I can see, other than of course a bathroom/kitchen tv if that's your thing as well where you can be closer than 6 feet to it.

But in general all very cheap tvs are bad at upscaling. Manufacturers arent putting their best chips in $100-$200 tvs.
