First, let's recognize that we're not talking about "$13 docks". This is SlickDeals. You can search Amazon by yourself at any time and find a $13 dock that claims these capabilities and take a chance. These are marketed as $79.99 - $99.99 docks that are on clearance. Even assuming that the MSRP is greatly inflated, we're still ultimately evaluating a product that would normally be priced much higher than $13, but has been reduced in price and, commensurately, might represent a serious value to the discerning shopper.
Under that model, the reviews are extremely troubling. How could a hub market itself in this price range (again, between 80 and 100!) and not support USB 3.0? Similarly, why is the cord so short? It's all about anchoring. The product has tried to anchor itself as a premium buy, but it's actually not--it's not performing in line with its MSRP, so the reduced price of $13 *does not* represent a huge value opportunity. It's actually just a price correction due to its poor performance.
Finally, *given* these issues, I would be very hesitant to use it for USB PD. It's quite possible to so badly engineer these devices so that they damage compliant devices, and based on the other shortcomings, I lack confidence that this hub is built-to-spec.
Put another way: a random $13 hub isn't necessarily a deal. There are risks involved in any purchase. Those risks are supposed to be mitigated by a higher MSRP, because it implies higher quality materials, warranty, QC, etc. But if the reviews contradict that assumption, then we're back at a random $13 hub proposition, and not a crazy good discount on a premium product.
Not worth the hassle, headache, and frustration with crappy products no matter how much of a "discount" there is.
The regular price of these is very inflated compared to better rated items on Amazon.

That's basically it. Every single one of your arguments is resting on this pillar. I am pointing out that you are starting from the wrong point. This is NOT supposed to be a $13 hub. It's supposed to be an $80 hub. And it has serious, concerning limitations for an $80 hub.
Honestly 99% of people aren't going to care for a portable dock / hub. My mouse, keyboard, nor all-in-one give a crap. Unless you are transferring massive amounts of data over USB then you'll never see this theoretical bottleneck. But if you actually need USB 3.0 then spend more non-philosophical money elsewhere. Spend your money where you need it, not just because a fancy spec is higher on another product. I didn't buy a truck to pull a 12,000lb horse trailer when I don't own a horse. Would you?
Number 2 is a REALLY big deal, because we don't know WHY it doesn't conform to spec. USB tolerances are TIGHT, and poor componentry begins as slower-than-advertised speeds but can end in an actual fire. That's not a joke.
So more philosophical complaints about a theoretical issue that might hypothetically exist? Glad we are sticking to reality not philosophical issues.
When did I claim all $13 hubs or docks were a deal? Based on the specs and the retailer this is a deal though. Huge philosophical difference.

Buy whatever you like. But to act like these are "perfectly fine" hubs because of some random collection of criteria you've assembled is ridiculous. MSRP matters, because it's what prompted this deal in the first place. There are dozens of hubs priced at this range on Amazon. Why did this get featured? Because it's at a substantial discount to its listed price. That's it. That's the entire deal.
If I try and sell you a Big Mac at $5, nobody is going to bat an eye. If I claim to be selling a ribeye at $5, and then you open it and it's a Big Mac, we have a problem. Why? Because it is generally understood that ribeye is more expensive and represents higher quality. Exact same analogy applies here: this deal is only notable because we are being led to believe that NORMALLY, this item would sell for far more than $13. The reviews are telling us, very explicitly, that it does not conform to the quality and performance that the suggested price implies.
Basically...stop inserting words in my mouth so you can argue with yourself. Reminds me of a dog barking at its own reflection, just less cute.
Now, if it makes a difference I actually ordered this item because it seems like a decent deal for the specs, power delivery, and inclusion of ethernet. The rest of the bickering seems to be from people who clearly have zero interest in the product so I am not even sure why they are here.

Personally, I'm not seeing a great opportunity here. There is an ESR hub that looks almost identical with more reviews on Amazon and they are better over all, with very similar specs, but also not all that encouraging. Price is about the same with 40% of coupon on page:

They have some minor physical differences, but seem like they must be based on some reference design. Specs are different too. No Thunderbolt 3. Turns out USB-C port is ONLY charging, not part of the "hub" aspect.
Overall, I'd just grab that one instead if I didn't need all the features. But it also suggests this is hardly a buy now and ask questions later opportunity.
I'm in the market for a powered USB 3.0 hub with some USB C ports with at least one supplying 65w of power. HDMI over USB-C at 4K 60 HZ is a desired but not required feature. So all this together makes me feel like it's better to keep looking. If you're looking for the most basic of USB 3.0 Hub features, something that fits the bill that has more feedback is available at similar or even lower prices.

seems like most models from a brand like anker, for example, with hdmi, ethernet, and data USB-C are in the $30+ range.
