In general? A combination of the graphics card and the output ports used.
For example, on a typical Dell Latitude that has at least thunderbolt 3, the output of TB3 is about 40Gbps and more than likely, the graphics card can transmit that via that one single output port so you can get a dual 4k/60 thunderbolt adapter or dock (most easy to find config for that would be dual displayport out 4k60) and it should support it (if it doesn't, check if it's a MST or dsc issue). For another laptop, you could use a combination of ports such as two USB 3.2 gen 2 ports or some display over usb c ports or hdmi/dpi out ports.
This laptop specifically you'd have to check the actual spec sheet (you can never trust best buy's) - the USB 3.2 Gen 1 Type-C port (data only) won't support video out, the HDMI port is HDMI 1.4 so the very interface itself won't support 4k60, and the only USB 3 USB-A port is only 3.2 Gen 1 so it won't support 4k60 either (or at least not to my knowledge); all in all, zero 4k/60 external displays with this laptop.
15.6" FHD touch screen. RAM upgradeable to 16 GB for anyone wondering.

I have bought many dell latitude refurb over the years with good experiences. You obviously should not get any latitude with less than 8th gen cpu or FHD 1080p! Having said that, there are usually always several of the various 13, 14, 15 in latitude refurb on sale with coupon coming to less than $230 and even less than $200 many times.

Dell will send you replacement batteries if any of the refurb has less than 80% capacity left.

These latitude might not be as fast as the ryzen 5 , but they can hardly be called "slow". They are 4 cores 8threads after all. Unless the only thing you care or need is the fastest cpu, then of course, the ryzen cpu is def a lot faster. But for everyday productivity work, the latitude i5-8365u is a perfectly fine cpu. Yes, they might not be as power efficient but the latitude does have usually bigger battery capacity so it evens out.

On top of this is the fact that these latitudes have more features than these cheap inspirons. Features like full fledge usb-c with DP and PD, backlit keys, two sodimm slots, replaceable wifi card. Many will even have touchscreen, smart card reader with also support for fingerprint or IR window hello cam . Even the ones that didn't come with fingerprint reader, i was able to add it in for about $20 because the parts are readily available.

The screen on some of the dell latitude like the ones from the 5300 and 5310 have excellent color rendering for lcd!

2023 Inspiron 15 are meant for home desk use due weak hinges, wifi 5 1x1 is weak but passable. iGPU is strong for light gaming, CPU isn't that noticeable


2020 Latitude 12-15inch are more rugged for travel, wifi 6 2x2 is strong. with Intel 10th Gen, glass touchscreen 2 in 1 compares well for $300.


2019 Latitude 8th Gen make great sub-$200 spare laptops

Dell refurb hasnt put on any 5420 for sale, but i have bought several ones from ebay for around $300. These comes with significantly better i5-1165G7 cpu with much better igpu. They also have TWO full featured usb-c! I think you would be hard pressed to find something better for cheaper .. lol... The 5420 are almost perfect except for the touchpad which are not as nice as the 5400.

I think you'll have to take a leap of faith that that Dell info is wrong. Here's the user who upgraded to 32GB and another who upgraded to 64GB (from the previous thread when this was available from Dell for a bit less). And as I mentioned, Crucial's configurator shows that this system supports a maximum of 64GB RAM.

Anybody figure out how to remove the back cover to upgrade the RAM?

Found a manual. Remove all but the two back captive screws that you just loosen. Then pry open starting by the hinges. Lots of loud pops later it's off.
