I've got some Osprey, Mountain Hardware, and REI packs. I also have an old Ozark Trail pack I bought for $9 several years ago. As far as the construction, it really is about the same as anyone else making Chinese bags. The biggest difference is in the materials. My nicer packs might have ripstop nylon, or integrated waterproof membranes, or kevlar bases. With the Ozark Trail, you'll be getting a simple polyester bag. It won't have as many trick features and gimmicks. Polyester of the same thickness will be about one-third as durable as nylon.

With that said, I just bought five of these. They will make wonderful gifts for friends that have never had a day bag. I find a very similar bag (REI Flash 18) to be part of my critical travel gear. It's my personal item on an airplane, and it's my daily bag that my wife and I put all of our stuff in. Much less prone to being snatched than a purse, easiser to stuff a shirt or towel in, and can hold a 2L bladder of mixed drink for "legal" public consumption.

If you know you will use it a lot just wait for a deal on the REI Flash 18 (minimalist pack recently for $20) or the Osprey Hikelite 18 (lots of frame for a tiny pack recently at $40).
China is cheap, but it's not that cheap anymore. You'd struggle to make this anywhere in the world for $1.

I have had many Ozarks tent and hiking products, though they are not coleman quality but pretty decent for the discount you get. For $5 , I would use this as just a plastic carry bag when hiking, shipping kills the deal for me and none near by for pickup

I don't know as I don't have one yet, but it shouldn't be hard to estimate. It's a cylinder, so we merely calculate a cylinder.

We know it is 28L in volume. That's 1710 cubic inches. If the diameter is 10", that means the height is about 22".

If you are trying to get an airline carry-on, you'd be better with this, and then throw the daypack inside or carry as a personal item:

I don't have this particular model but I regularly use similar lightweight, packable backpacks. You can't judge them against regular daily use back packs because that's not what they're intended for. Their principal advantage is their extreme stowability when empty. I use mine for shopping on my motorcycle, for extra capacity when flying home from vacation or even as a reusable shopping bag.

Treat them reasonably (don't overstuff them and when loaded, pick them up and swing them onto your back using the haul loop, not the shoulder strap) and they can be surprisingly useful.
