Ebike are best for hills, so nice for hill, for flat areas just ride a normal bike. If you are riding on busy streets ebikes are also great because it gets you out of intersections faster. Depends of the type of rider you are.

I currently live in Massachusetts and if you are riding your bike on the sidewalk it needs to be at a 'walkable speed'. Having the assist on isn't a walkable speed.
Otherwise this sounds like a class 1 ebike which is allowed everywhere bikes are.

I bought my wife a $400 schwinn ebike earlier this year and it is a good entry into the e-bike market. I have a Giant e-mountain bike and it's astounding the difference in the quality of ride. Don't get caught up on the "discount" from the MSRP. No way this bike is worth $1k+. If you're ok with this bike breaking down in 2-3 years, go for it!

Im going to share what I learned in marketing @ University: Most public have no idea what an item is worth in terms of quality, materials, and manufacturer labor costs. Therefore the seller places an arbritary # with a line through it. This is called "Anchor Pricing," because it anchors a # in your head. So, the buyer naively thinks the seller knows what their product is worth? Hells naw!! This is a made up # so they can place a # next to that mark up # Then as a consumer your brain thinks its a sale bargain priced @ $498. But thats what the seller wants to sell the item for all along.
