Care to provide more details why the 4070 will be a better option?
My understanding is that a better GPU will decrease the rendering time when exporting the video and a better CPU will make my work at my Video editor smoother when creating the project which is where I spend most of my time.

CPU: i9 - 13900HX > i7 - 13700HX by ~6%.
Source: userbenchmark.com, all under the conditions that it uses all the same components/parts except for the comparing CPU or GPU.
I'd preferably choose this laptop, because of a solid balance between the GPU, CPU and other parts, whereas the other one, CPU out balances the GPU by a lot.
Please make your own thoughtful decision, as I am not a professional/expert in computer parts.
