It depends on the airline. I've had this backpack for 2 years and fly a good amount and Frontier will def make you size check it. Spirit is a bit more lenient and has only made me check it once but I had a good amount of stuff in it. If you pack it completely full it is the size of a carry on. I managed to pack 2 suits, a pair of shoes, 4 full sets of clothing, a compact garment steamer, and my laptop and electronics in this thing. It really can hold a lot and since it's cloth and not hard plastic you can bulge this thing out. After 2 years of abuse the attachment point of the straps is starting to tear but I can still use it. My only gripe about this backpack is the outer pocket only has one zipper and it opens up on the hinge side of the backpack so if you forget to zip it closed completely and you open up the backpack your stuff will fall out. Another thing to be aware of is this doesn't open up like a backpack from the top it opens up like luggage which can be a good thing or bad thing depending on your expectations.
I have this model. It arrived fine. It's not a ridgid pack.

Expandable & Large Capacity: This large travel backpack with an expandable design gives you a greater capacity of up to 40L. Unzipping to get larger storage space, you can easily fit 3-7days travel gears. The TSA 180 degree zipper closure helps you go through the security check quickly
Convenient Design: This carry on travel backpack is designed with hideaway padded shoulder straps which can be hidden away in the zippered back panel when not using. Two padded handles on the top and the side are designed to lift the backpack from multiple angles, provide you more flexible carrying experience such as carrying like a suitcase or a backpack. A luggage strap on the back is designed to fit on the luggage's handle, for easier carry on international travel
Easy to Organize: The luggage backpack's main compartment with separate mesh pocket and roomy space to store different travel gears, internal compression elastic straps can well secure items. The front compartment with various pockets can be used to store notebooks, pens, earphones, and other small items, for quick pick out. An anti-theft back pocket is suitable for valuables. The travel backpack is large enough for vacation, weekend getaway, overnight trip
Reduce Pressure Feature: The backpack equipped with adjustable chest straps, 4 exterior side compression buckles, air-mesh ventilated back panel, can effectively relieve the pressure on the shoulder and neck, also reduced stress on the zippers. Thickened sponge handles and shoulder straps provide you with more comfort when you are carrying and gripping the bag. Great valentine's gift for him or her, gift for dad
Durable & Warranty: Men's Travel Backpack is made of lightweight water-resistant polyester and anti-scratch material, which can provide protection on drizzle days. Zippers are easy to close and open. if you have any questions, please feel free to contact us, we will give you a satisfactory solution within 24 hours. Regular sizes are 20*14*7 inches; after extended sizes are 20*14*9 inches. This item is not intended for use by people 12 years old and under
It depends how much you place in it. I use it for travel. If you don't pack it too much, use the compression clips and don't use the 2in expansion zipper you can. But it is great as a carry-on being 40L and 2in expandable. Definitely a great bag. Have been traveling with it for two years

Did you purchase the XL size that is 20x14x7"? Frontier personal item size limit is 18x14x8". I don't know if the backpack's 20" dimension can be squished down. tia
After reading through reviews, I decided to get this Carry-on Backpack. It's basically the same as OP's but with a lifetime warranty. I know, it's the lifetime of the company but they have been making this backpack since 2019. https://www.amazon.com/gp/product/B07P1SFHK3

If you are interested in a more traditional laptop backpack for travel, they also make this one for $25.

I've gone on 2 week solo trips (wife refused to go "backpacking") with only a Nike school bag. This will be a huge upgrade.
