20 X 14 X 7 inch, which is after expansion, comes to 32 liters, not 40 liters. This is similar to the matein "40L" backpack (actually slightly smaller than 32 liters), but the 20 inch by 14 inch exceeds the personal item limit of major airlines and has to be counted as carry on.
