Their 45L, 20x13.7x8.2 (expanded), almost identical but only color Blue, but with 3 packing cubes, is $24.
(It says 45L, 5L more than this one, but that bag measurements are slightly shorter. I am thinking it might have more outside pocket space that give it 5L more capacity).

I think you'll be able to get away with it if not expanded. Only of the sides is 2 inches longer than fronted regulations. Wear it like a backpack and I'm sure they won't say anything
I used it recently with an international flight. It should work on pretty much any airline with the expander zipped.
I fly Frontier weekly. As long as you're not packing anything that can't be compacted by force into their sizer you should be in the clear. I see people really cramming their personal item into the sizer and the staff let's them slide. It's a big issue with their passengers right now so they're showing SOME leniency but definitely be prepared for them to check. Rumor has it, they're giving spiffs to employees who rack up the upcharges at the gate, but I can't confirm that. There are also hard sided personal item sized bags on Amazon that have removable wheels to help keep your packing safe. Learn To roll your clothes and pack your items neatly and you'll be fine. I've packed for a week in Hawaii in a backpack.
