However, I find this CSR bit sketchy because I asked for cancellation policy and he confirmed, their is none. i.e. purchase phone and after 1 month move to somewhere else.

It allows to prepay the phone cost.. and their is no 2 year mobile plan contract.. so where does 2 year kick in? I don't see any clear verbiage on Cox as well.

Seems to be 60 days AFTER ACTIVATION (!!!). So one need to account for 3 months of service to this deal (45x3= $135). Still a deal, but you won't be able to use the phone on another carrier for ~2.5 months.

As mentioned in the reply above, the response option is to move. Does that mean you need to cancel the internet service at your home as well?

I talked to 3 CSR - 2 phone and 1 through chat. Each one told me different info.
1st CSR: Unlock anytime once you pay off.
2nd CSR: 60 days.
3rd CSR: 30 days.
Crazy.
