There are a couple things about Crown Zenith to note:
1. It is a "special" set from last year, released once per year (this year's was 151), not part of the main set, so you can't buy singles of the booster packs out of bundles and boxes like this.
2. The pull rates of this are great, and great for any kid to open. Granted, because of this, values of most arts are lower, BUT you'll get at least one or two fancy lookin artwork cards easily from a box in this set.
3. It is the final "yellow border" set for Pokemon. Pokémon has moved onto grey borders to match Japanese cards.

Nice looking deal. I refuse to do business with Wal-Mart though after a flurry of order cancellations, including one that left me in the pickup line for over an hour to find out that the item never really existed. Then they marked the order as completed, and couldn't figure out how to refund the order... 😞 Another 30 minutes wasted on hold and being transferred to finally get a refund has burned me.

I was more angry at myself that I didn't think 15 mins in to cancel the item and have it shipped (which I eventually did)
That's true but other retailers will allow return if they are damaged. My previous purchase was damaged and Walmart rep was unable to process the refund. He advised me to file a claim with my bank, which I did. Walmart never disputed the claim and the credit is now permanent.

Bought an item online, it showed up smashed, so I returned it with their prepaid label. I checked the refund status and it didn't even exist, and had to contact support twice for a refund they promised but never went through. Finally went to PayPal and they sided with me after providing all the return info.
Not sure wtf is going on with Walmart lately but it's absolutely terrible. Add another to the list of people avoiding Walmart from now on.

The problem you noticed has nothing to do with product returns. Marketplaces like Amazon integrate the counterfeit or illegitimate inventory of third-party sellers into their own, contaminating the supply chain.
Less than $4 a pack for crown zenith is pretty good deal. Doesn't even factor in promo cards if you like those mons
Is there something special about Crown Zenith? I honestly have no idea, as my son is just beginning his collection. Because $4 is okay, but not near as good as the BF deals were (or the 36-pack boxes).
