You stick them in the ground, as long as you live somewhere cold in the winter, aka pretty much all the USA because souther FL and HI. They will bloom in the spring as long as they don't get eaten for 1-2 weeks, depends on weather. Then they die back and will bloom again the next spring. I'd suggest daffodils for you as you seem new to gardening and tulips get eaten by squirrels and deer when daffodils won't.

Very expensive squirrel food. However there are daffodils also on sale which will survive a lot more.

If you don't touch them and let the bulbs do there thing, they will come back every year given they have proper sun, etc...

Tulips need the cold to do well and you can't plant them where the bulbs will be wet during their summer dormancy. They are a pain to grow where I live. You have to chill the bulbs in your crisper 6-8 weeks before planting, plant them (in a raised bed) in January, let them flower and die back, dig them up and store them in a dark, cool, dry place until it's time for the crisper in November.

I think the Voles love them too… I've had tulips last up to three years before they disappeared.. either rot or vermin

The more fancy bulb hybrids (i.e. double blooms and ruffled petals) don't come back year after year as the more basic varieties do. These type of bulbs will usually be all died out for me in the fourth year in agricultural zone 6A. I don't buy them anymore for that reason. YMMV.
