As of right now latest drivers and all yes this 3070 is better than a 4060, I'd bet that as driver updates come out that it'll be neck and neck in a couple years. But at this very moment yes absolutely better.

Why would you need to change the power supply? It's an 80Plus Gold and the TDP on the 3070 is only 220W.
Unless you plan on replacing the 3070 with a 3090 (which might not even fit in this case), there's absolutely no need for more wattage.

Really my main gripe with this system is they've stuck with DDR4 in a ~$1K system.
