Sign in to Chromebook on family manager's account. Get code through there and activate. If you have family shared library then I think anyone in the family can download.
What we did, and didn't work, was apply the code on the family manager's phone. This let any of us get Minecraft for Android, but won't let us get Minecraft for Chromebook. Wasted half a day working with Google's worthless support before finally giving up. Their stance is that the code is one-time use only and won't provide a new one or reverse the transaction. My case is that they have stated we are eligible for a benefit that we didn't receive, and their system makes this overly cumbersome to do it correctly.
