Unless you get a Booster Box (36 packs), but those cost ~$100 at the lowest.
Even an ETB which comes w/ 9 boosters don't go lower than $35, so ~$3.88/booster.
Also, I use a cataloging app called Ditto Dex. it pulls data from TCG player so you always see market prices on cards in a nice way to display your collecting on the go.

BTW, these scarlet and violet sets may not do it for you because pokemon is now up to 1000 different pokemon and these new ones are mostly uninspired and forgettable. However, scarlet and violet 151 is simply the first 151 pokemon (Kanto) and has been a lot of fun opening and collecting. Could be a good place to test the waters on product you can buy off the shelf.

For 151 I got the ETB (9 packs), Binder collection (4 + awesome binder), a tin (2 packs) then the premium collection (16 packs). Lots of fun opening the first 15 packs, but after that was less fun due to all the doubles and bulk. Opening a pack with not a single new card isn't a great feeling
Did YouTube digging, talking to card shop folks, and learned the pro tip is to buy a few boosters at first (10-20) for the fun but after just buy singles of cards you like. Either from local card shops or TCGPlayer.com. Spend WAY less money and will always get stuff you actually want or like
And like another poster said, going to a card shop and digging thru their bulk or $1, $2, $3-$4 boxes is actually really fun. Similar thrill to booster pack opening since u don't know what you'll find, but without all the wasted money
Modern sets are nice but I would never spend more than $3/booster pack. If you want to start collecting sets best to maybe buy a bunch in them beginning then go after singles.
My kids are getting around the age where they're understanding what they're reading. So I'm teaching them how to play and have them try the tournament scene if they're interested.
Regarding value, I don't think it'll hold compared to vintage sets. It depends on how The Pokemon Company and kids of this generation think of it.
Collecting on and off over the years and it has its ups and downs. I think Pokemon will be here a while thanks to the collector's. If people decide to want to jump into the game it's easily accessible and the TCG community is generally friendly.
In the end collect what you like, don't jump in the thinking you're going to make bank with modern sets.
