Cheap Mobilex Mobile Phone Plan - maybe park number for $2/mo? VZ MVNO

Mobilex.com is offering a $4.08/ month basic plan ( based on a $1.98 monthly platform fee plus $2.10 per GB of data) **IDK if taxes are added**
This MVNO uses Verizon towers.
I wonder how many minutes & texts you get? Maybe it is all a cafeteria deal where you choose how many you want.
I wonder if I turn data OFF, would I have a really cheap kids emergency only phone?
They seem to have basic minute pkgs of 50/50 (talk/text) for $1.50/mo.
Also 150 talk/150 text for $2.50/month.
They even offer a No Talk/Text option for $0.00 - could be used to park a number, if you turn off the data, too, for a total of $1.98 per month.

I mean if TextNow can send a text or make a call to a normal (non-TextNow user) cellular number then I can understand otherwise it's basically same like GoogleVoice, WhatsApp, Skype or any other app-to-app service over WiFi !
Edit: In fact, GV CAN make calls/texts to a normal cellular number unlike WhatsApp or TextNow !
TextNow can in fact make calls to phone numbers, even when not on WiFI if you purchase their SIM card (T-Mobile).
