I would use a better third party cooler with the 5700X even if you have no intentions of overclocking. Full disclosure: I like keeping the CPU on the cooler side (below 80C) at all times, as heat is the enemy. The Wraith Stealth is rated at 65w TDP, which is the same for the 5700X. Under load (when then CPU is drawing more than 65w, perhaps significantly more), the 5700X probably won't get the full 4.6MHz boost if paired with a cooler that can't keep up -- and the fan will be loud. Are these issues from your perspective? If your computer case doesn't have good ventilation and/or a hot GPU nearby, that could further compound things.
You can see in the link below others are okay with the combination Wraith Stealth and 5700X. Cases, cooling, airflow and CPU load vary greatly among users, so YMMV.

We really tried to make it work (reapplied the cooler twice) but it just didn't seem sufficient.
I got a Thermalright Peerless Assassin 120 which worked great. Unfortunately that cooler is absolutely ENORMOUS and I can't recommend it for this purpose (I feel like it's overkill).
There's probably a much smaller $20 cooler that would work great.

But for the 5700x it would depend on your use. If its just for browsing the internet and not gaming, editing photos/movies you'd be fine. If not its going to hit thermal limit and downclock and get slower till it cools down. Which is what its supposed to do but if that continues to happen the CPU might die.
And the cooling in your pc could help or hurt this depending on how many fans you have and the ventilation.

Try checking the inside of your PC case, preferably with a wooden or plastic ruler (something non conductive - or just unplug the PC and try not to touch anything inside with metal) and measuring to see if the thermalright will fit, maybe you have a big enough PC case?
On the other hand if you're building a new PC anyways and need a case tom's hardware liked the Lian Li Lancool II Mesh Performance

but worth noting Lian Li will apparently make you pay for cost to ship the case back if you just don't like it (if the case is defective I don't think you have to pay to ship it back?)
Not sure if the Lian Li 216 case (tom's hardware liked that one too) will come back into stock sold directly by amazon or newegg .. there's this one with no RGB on the fans which you may or may not like sold directly by newegg

and here's an amazon link for the lian li 216 RGB white case, maybe wishlist it and see if amazon gets it back in stock ?

you dont need anything currently above 8 cores for gaming; its the productivity stuff you MIGHT do that makes people lean more to intel and all the mumbo with p and e cores that they are doing for some reason like they are doing ARM SoCs and they have better cache as you go up the stack but ryzen has best budget; if you want sub $200 cpu with a cheap mobo that can have upgrade path still then am4 still can do that while LGA1700 doesnt look like it offers much unless you find 2nd hand cpus cause msrp is way too high so that makes people stingy on how much they resell those intel parts for anyways

I had the base tier ryzen cooler on my ryzen 5 3600 and during games it regularly got well above 75-80c. And later I had some knockoff hyper 212 cooler for 20$ that lowered temps to low 70s in games and then once I got peerless assassin I usually see 60-65 in games
What can I build for around $400 now, or should I wait a few months if there's going to be a big drop in current/last gen gear? Or just buy one of the prebuilt miniPCs like a Beelink?
Current parts I can repurpose:
-PicoPSU 150w
