I think if you and receiving party have a cell phone and internet service, most of folks nowadays can use Whatapp/Viber/Allo for effectively free overseas calls.

Many, not all, homes have powered cable repeater boxes, so if power is out to the house, no cable internet, even if router has power. Have to find and power your repeater too.
