For example I have the (even smaller) Asus Z13 ACRNM with the 4070 which runs at just 50 watts with 15 watts dynamic boost and the Timespy graphics score is 85% of a completely uncapped 4070 mobile system.
Regarding the 4060, paradoxically you may find that the 4070 actually runs cooler. This is because Asus has not changed the power limits between these two versions of the G14 but the 4070 can achieve the same performance as the 4060 at lower power. Given the choice between 4050, 4060, and 4070, the 4070 has the best power / performance curve.

You can see on this website that the 4060 is "ROG Boost: 2300MHz* at 125W (2250MHz Boost Clock+50MHz OC, 100W+25W Dynamic Boost)*".
Vs the 4070: "ROG Boost: 2030MHz* at 125W (1980MHz Boost Clock+50MHz OC, 100W+25W Dynamic Boost)*"
Is the boost clock lower this saving battery and achieving the same gaming performance or something?
edit: after doing some research, nevermind this is how the graphics cards are designed, not how Asus implemented
