& OP! One of my parents enjoys their food and I'm contemplating this as a birthday gift for them.

And from the looks of it, most locations are participating except for those noted below:

8oz sirloin w/shrimp topping and loaded garlic mash plus caesar salad comes out to $29 after tax. This might actually be worth it for me, have an applebees like 2 miles from the house, but haven't eaten there in over a decade. But 52 steak dinners for $200 is a super slick deal IMO.

Smart move by Applebee's. Most will not use it every week. Most will buy alcohol if they do use it. Most will go over $30 even without alcohol because that's not a lot for 2.

Is the pass linked to a specific location or we can use at any participating location and go to different ones during the promo period?

We went to my local Applebee's two weeks ago. Two bacon cheeseburgers with one large appetizer. The total was $70 with a tip. Even after I got 10% off for being a senior citizen.
Yikes. That same ticket at my Applebee's would be $39.97 before discount, tax, and tip. The discount would cancel out the tax, so $40 plus a tip, let's say total of $50. Crazy difference in markets.

The large appetizer was over $20 the BCBs were about $17.95 with fries each, plus one diet soda.

This would only be $29 plus tax and tip on the 2 for $26 menu, so I don't know how you got absolutely FLEECED like that...

This. Me too.

Have you ever seen their kitchen? It's like 75% microwaves and 20% fryers. The food makes a lot more sense once you know most of it was microwaved.
I would be more surprised to find someone who didn't already know this. Pretty much how any of these fast casual restaurants work... Very few things are cooked to order in fast casual restaurants like Applebees, TGI Fridays, Olive Garden, etc. Mostly just reheated from frozen, or pre made sauces mixed with pre made pasta.

That aside I suspect quantities are limited here, and this is more of a PR move like the Olive Garden Unlimited Pasta pass that always sells out in seconds. The loss on the few passes they may sell is the cost of the attention drawn to the brand.

Tax isn't covered. You'll pay that regardless of whether or not you exceed the $30 threshold.

Bunch of Applebee's around me has closed this summer. Maybe they will close more after this 'deal'. Then I will probably have to drive pretty far to get the meal. Hmm....
You must be in a bad market then. Two new Applebee's stores are being built in Northern Ohio.

I call absolute BS on this. I just added all of that on their website and the total came to $33.89. You either tipped 100% or you're lying through your teeth.
Two bacon cheeseburgers with fries around $17.95 each, appetizer was the largest one, combination of apps, over $20 plus one diet Coke. I'm not a cheapskate, tax was eliminated by discount. I don't live in a fly over state.
