How do you get this to work if you only keep it for 4 months?
Thought it's a 24 Month Bill credit?

"Get reimbursed over 24 months
Receive $27.09 off each bill for 24 months
The credit is tied to the person who activated the device"

Sorry for the ignorance but I'm new to Google Fi deals!

Nope, it's the same Google Account, but a new number. I just only had this phone on me, but any supported device that can set up a Fi eSIM should work to activate immediately, rather than waiting on a physical card.

Fine print for the offer just says anyone who currently has Fi service (or whose last day was within 180 days). So technically, anyone who signs up now SHOULD qualify.

How do I qualify for the $650 discount?

An existing Fi customer is someone who currently has Fi service or whose last day of Fi service took place within the last 180 days.
To qualify for the $650 discount, you need to do all of the following:
Purchase the device or currently be in a group plan with the purchaser.
Activate the phone on an existing Flexible or Unlimited Plus plan (data-only SIMs do not qualify) within 30 days of the shipment confirmation.
Remain active and in good standing on the qualifying device for 120 consecutive days. Pausing, changing, or suspending the account will void the promotion.
The discounted price will automatically apply during checkout. If you do not meet the conditions above, $650 will be charged to your Google Pay account.
Sorry for asking potentially silly questions, just want to make sure I understand the steps you went through. On former Fi device you went to the Fi app and activated a flexible plan with a new number on the eSIM, and picked bring your own for the device. Fi app then offered to buy a phone with an instant discount?

Samsung seems like a worse deal, unless you are trading in an s23 Ultra, even with the $50 credit seems like $945 but it includes buds and there is cb of 12%

I'd be cautious with that assumption. I used to tell people to use the trick of signing up with a BYOP Fi SIM then wait a few days and order a Fi phone with an instant discount (see the Wiki of thise thread https://slickdeals.net/f/16804301-google-fi-256gb-samsung-galaxy-s23-ultra-unlocked-smartphone-various-colors-600-more-w-existing-fi-account-free-s-h ). It worked for several months until around mid-Sept 2023 that Fi caught on and disqualified the promotion discount of those who used that trick. We never figured out for sure how long one has to have an active Fi service to DEFINITELY qualify for an instant discount. So tread carefully.
Seems like a YMMV situation. I (re-)activated service minutes ago and already ordered the S24 Ultra for $650 + tax. As another user pointed out, Flexible and Unlimited Plus plans only, which are the cheapest and most expensive plans they have, which is a weird criteria to have for the deal.

I signed up online with BYOD, which added a sim card order. I activated eSIM with Fi app on my phone. Then I went online and saw the $650 off / 120 day offer on the Fi website to order.

I only activated the service via eSIM from the Fi app.

Edit: Just adding, Google Fi service is always prorated, so you sign up now and it doesn't work or the deal is not available, you can always cancel before the month is up and get a refund for any time you didn't use it.

Yeah taxes & fees is over $6 in my state. thats like 30%
Paying for the service, but having a discounted phone that's unlocked and ready to use (via dual sim or otherwise), while still being able to sell your current phone without trading it in, is more worth it than other offers, either via carrier with locked phones and discount over months, or trade in offers where you still owe a substantial amount of money.

I was just seeing the $650 over 24 months.

I had Google Fi last year for S23 Ultra preorder and kept for 120 days. And for S22 the year before, and also kept for 120 days.

My service was just past the 6 months to be considered an existing customer.

I just signed back up and activated as an eSIM right now on the same S23 Ultra and now I can see the $650 immeidate preorder on the S24 Ultra!
I did the same, but after activating the ESM, it still only shows the bill credits option. Hopefully it'll change after a little bit of time. We will see.

That trick used to work, but Fi caught on about 4-5 months ago and now seems like one has to be an active Fi member for over 30 days before getting treated as an "existing customer" for promotion discount purpose.

It does not say this in the terms. Though my situation is a little different as I was active early in the year and activated on same account

Tempting, but looking at the thread referenced in this comment:

there's a chance of Google trying to pull the promo from the accounts that have not been active long enough.

I did. Otherwise the FedEx driver just leaves the package in front of the house without even knocking on the door.
