I'll start out by saying this is not the lowest price ever on this, but I'm posting this because it's such an outstanding deal for a Made in Japan Tsunoda wire rope cutter that is essentially a copy of the Knipex 95 61 150, which sells for more than twice this price (or more). So, if you were considering the Knipex version, but held off due to price, it's hard to beat this price for what you get. Amazon reviews are overall excellent with almost 3k people reviewing this and only 2% of reviews giving them a 1 or 2 star rating. Currently Amazon shows only 3 left, so not sure if this will sell out or Amazon will allow backorders - but I'd jump on it if you want one.
- Cutting Capacity : Iron wire rope φ0.16-inch (4mm) / Stainless wire rope φ0.12-inch (3mm)
- Cutting wire rope cleanly, without becoming loose.
- One-action unlock system loaded.
- Ready to use with single grasping after taking up from the tool sack.
- Made in Japan.

In terms of this deal, I sort of like the WC-200's spring mechanism better. I don't see that telescoping steel sheathed style too often. The Knipex mini cobolt cutters have it.

Edit: Nevermind, the FP mod probably hit the wrong button

I was curious so quick searching you'd need something like this which is rated to 1/2" (~12mm): https://www.amazon.com/Tsunoda-WC-450-Wire-Cutter-Steel/dp/B002RDDM58/ [amazon.com]

These one handed wire cutters have a limited capacity. The largest 9" model can only do 6mm steel and 5mm SS. The bike lock states 8mm wire (~7mm minus the vinyl coating). It'll probably work but the finagling might not be as quick or discrete as your friend would like. He/she may want to stick w the two-handed bolt cutter and trench coat.

Tell your buddy he's better off with a small band saw like the m12 fuel. It may not be as quiet as he needs but he can cut through almost anything you can fit in the "fence/jaws" area
ETA: the one designated 9" is the only won that has prime shipping, that means it's shipping from an amazon warehouse in the USA, should be a week or more faster to receive the tool
