Few things to note about these:

They don't require the laptop have DP alt mode on the USB-C connector, which can be a plus, but this means the displays are using DisplayLink which is an abstraction layer built up on USB, and uses the CPU and GPU to render these displays in software. Which if your system is decently powerful and has a dedicated GPU, isn't really a huge issue, but if it has only CPU integrated graphics, DisplayLink performance can be quire terrible under certain conditions, like doing anything that's tasking the GPU with even something as "simple" as YouTube playback, and gaming is out of the question.

They're generally fine for most office uses, but gaming is not going to be a fun experience and if you have no dedicated GPU, even watching videos can lead to the display becoming a stuttering mess.

DisplayLink is useful, but it's not a replacement for a true display connection, like docks that connect over DisplayPort alt mode. But if your laptop doesn't have DP Alt Mode, this is the only way you're going to get a docking station, so it does have some uses.

Just a heads up, this is a displaylink dock.

Probably fine for most users and office use. Just be aware it will require additional drivers to output video to an external monitor, and you will not be able to drive dedicated GPU graphics to an external monitor with this dock if that is something you need.

Maybe if he attempted to explain -why- he was so sure, despite the information from the manufacturer combined with multiple users that have received it and not used DisplayLink drivers, the conversation would at least make some sense.

Mine came today.
As a dock it does work pretty good, biggest flaw in my case, and why i cant use it in my office is it will not output 4K above 30Hz.(EDIT//GOT 60Hz Working) My 2 external monitors are both 4K and watching the mouse pointer studder across the screen is unbearable! If you are using a 2k or less monitor should be fine. I attached the top of the list of output modes so you can all see,

I have tried it with a ROG Z13 gaming laptop and a Surface Pro 9 to confirm it wasnt a fluke. Both the same 30Hz output Frown

YES, you are correct, it will use Display Link , not Display port.

I have it plugged into a TB4 port on a Surface pro 9, and a Graphics Card on a Z13, and neither will use Display ALT mode, they will switch to the DisplayLink driver.

They work fine with my normal USB C Dock, but wont go above 30Hz on this Targus dock. May be a limitation of DisplayLink. Researching it now.

Found this so far:
The maximum resolution supported is 3840x2160 @ 30Hz. See more information on the maximum resolutions supported through DisplayLink video outputs.
