This seems to be the new thing. Is this to prevent people getting a credit right away and then returning the product?

Also note that the purchase limit for CVS is 2 packages, so not sure how one can buy 4 and get $5 reward.

It's $5.99 for a 4-pk. $0.50 off one pack only, and you have to buy four 4-pks to get $5 back (not to mention there's a limit of two 4-pks at this sale price)

Alternatively, if you just want all 4, the TP, then you may test and try just buying two per transaction. And repeat. CVS keeps track on offers with your card number. If it's allowed that way, your $5 EB should print at the finish of your second transaction. If it doesn't, then it means, they programmed the system not to give you credit towards the extra buck for more than 2 of those.
It is also possible, the 2 limit (either could be per transaction) or could be limit 2 for that price. Over 10 16 years ago, I used to do these deals heavily every week getting almost all items free or barely pennies. But, then they started changing it big time, and it has gotten this more complex now. I stopped buying many years ago. So, not sure how that works now. But, the logic stays the same as I explained above. Let's know how it works out for you.
Maybe if you'd have parked a screenshot of the offer. That could be helpful. Here you go:
