When you outlaw single use items that contain little material, consumers substitute to items that use more material. It's rare that those items are used as frequently as hoped.

Turns out some communities and their contracted waste management partners decided that accepting #1 thru #7 plastics in their recycling programs was a better way than gatekeeping what kinds of straws people use. Unfortunately, it doesn't come with the official Karen Seal of Approval, but we're ok with that.
