Not by any stretch. Weigh the portions, put them on a plate etc. $ per portion is the same or cheaper than most any generic "Chinese" restaurant. Some of the take out places will load up a order with more but in my 3 decades of paying for my own food in a dozen states, that is not the norm.
If you won something in a previous week it stays in your account. So you can win again and not lose your previous weeks win. Hopefully that's what your asking
I also left a review on yelp for a local panda express. They contacted me and said they'll give me some coupons. They never sent them.

So you don't understand pricing and price evaluation? If it's not a good price for the amount they offer, then move on. Are you the one who also complains about the $6 pizza, thinking they should give double meat for that price? If you don't like the price, move on.
I can tell you where the cheapest food can be found. It's in your own home, made by you. Guaranteed to be the best value around by far.

Have you ever given a good yelp review? Or do you just post to complain? I just can't believe these places don't just give you a big bag of food for $10, enough for a week, and then pay Uber Eats to deliver it to you, for free.
I love going to a mom and pop Chinese place where they make their own food. I get lots of food for leftovers but I also pay about $50 for this. I pay Panda $25 or so with this $8 discount and get about 1/3 less food. At full prices, the mom and pop are usually a bit cheaper but not head and shoulders and certainly not always cheaper. And some are not very clean either.

That user shouldn't be told to "move on" simply because they feel the portions aren't worth their price. They are commenting on value, which is literally the point of these forums. I'm not saying I necessarily agree with them, but portion to price for a restaurant "deal" is a highly relevant metric.
I have to agree though that my subjective opinion is Panda is stingy. I don't go there absent a deal like this. I've gotten meals with each entree having only a couple small pieces of meat at full price, multiple times. That said, the "cheapness" of home cooked food also depends on where one shops, how one shops, time spent shopping, how many are eating a given meal, the value of their time spent cooking and cleaning up, etc.
Being a shrewd consumer isn't being cheap, it's being frugal. Many frugal people end up financially stable and comfortable.
Even the chow mein has 9g in a normal portion. That said, as long as you're not rawdogging two servings of Beijing Beef every meal and you don't have diabetes, you'll be alright.
