Just get this (and a reputable SD card if you don't have one lying around), and have fun with it. At this price I doubt you'll regret it. If you don't like it, give it as a gift. They will probably love it. Everyone I've shown mine to loves it.

I got the one you linked, and two other types (each one different) for $5 each shipped, just to try them out. These are nice in that if the kid breaks or looses it, it isn't much money. And they are "turn on and go", while the RG35XX is a bit more advanced and needs some computer knowledge to setup and run them.
Note: the version you linked (Note the shape and orientation of the speakers) has the most recognizable games list with things like Mario. The other two I got (one with better build quality, one with worst build quality) had many more knockoffs and unknown games. But I'm sure kids won't know much of the difference and still have a blast figuring out and playing most of the included games. These make great stocking stuffers.
It has been pushed a lot here by a few users affiliated with the service, but note that privacy .com is not private at all. They demand a debit card, driver's licence and other personal docs, but when I and a number of others (was thoroughly discussed on privacy subreddit) tried to get info on the service and its owners, we found very little info (it was deliberately hidded). Not very assuring for a business that requires to receive and store your sensitive data like debit card/bank account details and personal documents which kind of kills the original purpose of using the service in the first place, but even if they require docs 'for security reasons', I should be able to get info on whom Im sharing my personal info with. It is a very fishy and suspicious business that is registered in Panama and owned by Russian nationals
Once requested to upload my DL and some other documents, I immediately requested to close my account and delete all the info they had collected and associated with me. Never heard back from them.

The RG35XX H won't run every game at full speed/without glitches; but there are some Dreamcast testing videos on YouTube using this device to get an idea (for instance: https://youtu.be/qqy1ovb_gRc?si=
I'd rank it in the "can run *some* Dreamcast games smoothly" category.
The Retroid Pocket 2S (starting at $89 + shipping costs on Retroid's website) can probably do a good deal of the Dreamcast catalog. I would check Dreamcast testing videos for that devices as well.
