It certainly can be:
"Tonkatsu sauce or katsu sauce is a Japanese sauce served with tonkatsu (pork cutlet)."

You can put it on a chicken cutlet too, but tonkatsu sauce is a katsu sauce, and a katsu sauce can go on a pork cutlet. It is totally fine and correct to call it a tonkatsu sauce.

FYI a basic katsu sauce is easy to make from scratch. you probably already have all the necessary ingredients on hand

I severely doubt most people have the ingredients on hand. Most people probably don't even have apples or apple sauce as the first real ingredient in this style.

most recipes don't use apples. all you really need is ketchup, worcestershire sauce, oyster sauce or soy sauce, and sugar. you can get fancier if you want, but those 4 ingredients are enough to make a decent homemade version

The original recipe contains apples, and so does the overwhelming majority of tonkatsu sauce sold. That's not even close to the US-style or traditional-Japanese style, but it sounds like a pretty good sauce too even though it will be much more robust and lacks the defining ingredients of a tonkatsu sauce.

The most popular Tonkatsu sauce people (Bulldog) say this:
"Our sauce contains an abundance of vegetables and fruits like tomatoes,
onions, carrots, apples, lemon, and prunes. The natural sweetness and sourness comes primarily from the flavor of these vegetables and fruits. This sauce is made up of about 30% vinegar. In our sauce, over 10 different spices are ground and blended in-house, including ginger, white pepper, red pepper, cinnamon, fennel, sage, allspice, cloves, laurel, and thyme."

You'd be far more like a tonkatsu sauce by making a four ingredient version with apple sauce, malt vinegar, ketchup, and oyster sauce. If you added a fifth ingredient, five spice could get some of those spice flavors. Or, you could just buy this.

I have a strong feeling your flavor profile would be noticeably different, but it does look like something sweet and tasty to try for kicks. Those ingredients I do have. One could also cook and mash a little bit of apple into it if so desired. What dishes do you like yours to go with?
