If you're building a gaming PC, which is what I had in mind, you put a much-cheaper, yet just as good, Ryzen 5 7600X (which beats the 5800X3D), get DDR5 RAM, add a $35 Thermalright Phantom Spirit air cooler (which performs similarly to the best air coolers out there), and save a couple hundred.
Your build looks OK, but you're overpaying for the CPU, liquid cooling, motherboard, and the OS. All of these can gotten cheaper for similar performance.

For ~$1700, you could maybe squeeze a 4080 Super in there with some modifications or combo pricing deals and some patience—I see that MSRP variants are out of stock, but they'll be back soon.

Either way, for gaming, the 13900(KF) would be a colossal waste of money. If you want a top CPU, the 7800X3D performs best, uses much less power (so generates less heat), and costs much less. And you can use the savings towards a better GPU (or other components).
