I would always wait til Black Friday/Christmas and stick up, but things are changing.
Do you live in a country that's well known for scamming and gets blacklisted by default based on your location or something? It seems strange that Sony would decline multiple forms of payment from you, especially PayPal, unless it's automatic or you've done something in the past to get yourself flagged by Sony. I could see an ISP blocking Eneba links due to its shady nature, though. They're probably doing you a favor.

Does it specify why the payments are declined and have you submitted a ticket with Sony or PayPal? I'd think both companies would love to take your money, especially for a subscription.
If your ISP is blocking the verification link, you should be able to get around that by just changing your DNS servers to a different one like Google's DNS servers (8.8.8.8/8.8.4.4 ) on your device, router or web browser. Alternatively, a VPN would work. Most cost money, but a free one would probably be alright if you were only using it for the link.
Personally, I have bought before from CD Keys and never had a problem.
