I've always heard the opposite, i.e., that Discover is consumer-friendly on chargebacks and disputes, and that's why a lot of merchants won't accept it.
Can't use Discover at Costco
If I buy $100 gift card (to be used within a few months) and get 5% back, my net cost is $95 (plus any interest I lose out on from the day of purchase, but would take a year to lose out on $5)
If I put that $100 in a HYSA, it takes me a year to earn $5
So if you buy gift cards that you will use within a year you will come out ahead

I've used discover for over 24 years. Every dispute, albeit I've only had two, were resolved in my favor and one of them was several thousand dollars. I keep meticulous records and provided them to discover for the merchant in question. Discover immediately reversed the charge while they investigated, and it was resolved in two weeks. I believe you may have had a bad experience, but as is my experience, they are both anecdotal. From what I have read and personally experience, discover has one of the best customer services. They are smaller than VISA and MasterCard, and have great rewards which is why they aren't accepted at as many places as the others. The reason small business choose VISA and MasterCard over discover is because they have to pay fees to use the CC companies services. Deciding not to take discover is purely a "fiscal" decision. I have heard, but don't really know, that discover fees are a bit more than other CC's. Which might be how they pay their rewards program. I don't know or really care about your exact situation, just like you don't care about mine. Obviously subjective, and you're correct discover fees are higher than the rest, and for businesses that have a tight profit margin that extra % can mean a lot. But the fact that the discover agent told me I would have better luck asking BBB to help me resolve the issue, and them solving the issue within a week vs the month that discover took and denied my dispute is more than enough reason to finally close it. My friend also recently had an package returned to sender, but the merchant never refunded, so he filed for a charge back, and guess what? He merchant told discover the package was delivered, but did not tell them it was delivered back to the SENDER and so the claim was denied. Had the discover investigator done their job properly, all they had to do was check on details from the fedex tracking number to see that the package was denied by customer and delivered back to merchant. Also small is a under statement discover has a miniscule percentage compared to visa or mastercard. Most of my business friends don't even use discover and is almost exclusive to only amex myself included.
The only reason I even have a discover card is because it was easy to obtain one using discover it student.

The BBB didn't solve your dispute. They forwarded your complaint verbatim to Discover's executive escalation team. That's all BBB does. They don't advocate for complainants in any way.
i live 2 miles from work. i never go anywhere. my vehicle gets 40 mpg already. always hate this quarter. they do 5% off gas quarters every year since i signed up in 2017. my fav is the grocery store and restaurants 5% quarters
I'm the complete opposite. I hate the restaurant quarter since I have little need to go to a restaurant and rarely ever do, but I need to get fuel every week between two vehicles.
I use my Citi Custom Cash to buy fuel every month, which already gives me 5% back in my top spend category. My Amex blue cash preferred gives me 6% back at grocery stores every day. However, I will be working on finishing my basement so this is the perfect time for the offer.
Out of all credit cards, discover is the worst in terms of customer service, access to merchants and support. Theres a reason why many small and some big retailers don't accept it. If you ever need to file a chargeback or dispute, don't bother because you will lose. For small purchases its fine, but anything dealing with fraud or damaged items, good luck with that. Discover is in favor of merchants over their own customers because they want those merchants to keep using them.
I had a bad experience with Discover over a fraudulent charge. The delivery address was in a state that I have never lived in or sent a delivery to and yet Discover denied my claim--until after I filed complaints with the CPFB and BBB. No other credit card I use has denied a fraud claim.

I did not file a BBB against/to Discover, the complaint was against the shoe/clothing merchant. After I contacted BBB, the merchant finally replied to my email and said they will accept the return back into credit; all the same info was also sent to discover. Whatever the case is, discover did close to nothing and only wasted my time and have lost all credibility. My business has also accepted discover payment for 5+ year, well not like it matters much since 95% of our card payments were through visa,mc and amex. There is a reason why after so many years discovers client base has been stagnant.

I will need something mainly for costco type stores because everything else is too expensive even grocery stores now due to inflation of 1000% the past few years.
also since rent is so high a card to pay rent with no fees and 5% back isn't a bad idea
or a car payment credit card would be nice since they are also inflated in value over valued to the extreme bubble as with everything. except wages and businesses complain about wages when its really rent.

There was a "hack" for this a while back if you have a Chase credit card and your auto loan was through Chase auto. They're rare, but they do happen.
I only use discover for 3 of their 4 quarterly categories. Categories seem to be applied to different quarters, year to year. I think the one for drugstores/Target or something like that was pretty useless. For me, the grocery category is the best. When Kroger/Smiths/Frys does 4X fuel rewards on gift cards, I always cap out the $1500 limit with groceries, plus restaurant and home improvement gift cards. So $75 in cashback and easily a dollar discount on 40-70+ gallons of gas. I tend to funnel all my major purchases at lowes, HD, best buy, through Frys 4X fuel points gift cards. $100+ back on $1500 and whatever rewards you get with another card at the Kroger pump after your fuel points discount is kind of like triple dipping.
FWIW, despite their disclaimer, I think as long as you pay at the pump with your Discover card, it will fall into the "gas" category, regardless if you fill up at a supermarket or wholesale store.
Year round, I use the Amazon chase 5% card, a BoA 3% gas card (except next quarter now), and a catch all 2% no categories WF rewards card for utilities and misc.

Yep and that's exactly what I do - just buy gift cards at HD or Lowes to hit the max for the quarter.
