Can I use Google Voice as a landline?

Edit: Upon reading your further posts, it looks like you bought other equipment (at some cost) to use as a workaround, but that way no monthly fees. Thanks and repped.
From that method, you are still dependent on internet being up. So, it's not a landline at all. My Mom's power goes out a lot so she keeps a landline for emergencies and for certain contacts.

I think Google Voice + Obi is dead going forward. There are other VOIP devices/services (e.g., Ooma), but they may have monthly fees.
Why do you say gv + obi is going away? Who's changing how stuff works or changing acceptable use rules?
