A manufacturer could certainly engineer a device to support/offer such modes. However, no commonly available USB-A to USB-C cable should generally be allowed to deliver such a rating.

QuickCharge 3.0 would generally be limited to 18W (12V @ 1.5A) but certainly could be allowed to deliver up to 36W (12V @ 3A). Note that QuickCharge is a proprietary standard specific to Qualcomm so isn't always clearly linked to standards/limits associated with USB (more specifically the USB-IF standards body). This also means that many modern devices which support fast charging via Power Delivery (esp. Programmable Power Supply) are often not going to benefit from QC3.0. QC4.0 actually harmonized the QuickCharge standard to interoperate with Power Delivery (see this chart [qualcomm.com]).

Power Delivery (a USB standard) would also be limited to 30W (20V @ 1.5A) though higher wattages could be achieved with higher voltages. Of course, support for any voltage beyond 5V on USB-A is not typically associated with Power Delivery (this was historically the domain of manufacturer standards like QuickCharge or OPPO VOOC, etc.). Higher currents wouldn't necessarily be supported as the most common connector in the given configuration (USB-A to USB-C) would normally be limited by the cable to 1.5A.

All of this is to say that any manufacturer playing this fast and loose with claims and standards is probably safe to ignore.

It may not be a legit Samsung device. There are many clones out there (disguised as Samsung OEM).

One of the reviews posted a picture of a page of the manual. It can output 20V, but I can't tell if that only works when plugged into a 24V socket. Many smaller cheaper PD car chargers have that limitation, so beware if you're buying one for charging a laptop.

I've been researching these car chargers recently and settled on a brand new samsung one (45W+15W) for less than $8 brand new off eBay if anyone else is looking.

Yes this Chinese company has a stupid name "AI Nope!" lol but this is actually a pretty good deal. I bought a similar LISEN 90W adapter about six months ago and it's been working great. Same exact chips inside, though there might be other PCB differences.

In fact it's almost the same price today, and only $1 more than this one.

I took another look at the manual (in review photos). There's a paragraph that says a single port can output 45W, but when you use both ports the total power is 24W. If that's true then this is a 45W charger at most. There is either poor documentation or poor engineering. Either way I think I'll skip this one.

This charger only outputs 45W from one port at a time, and if you connect both, only 12W each, 5W 2.4A. See reviews for pictures of the manual and one of them also tested it. I had this issue with another "60W" (30+30) Ainope charger before and I had to return it (B08YWLW6B2).

I am reluctant to plug any strong chargers in my car. It's diff when they are plugged in a wall.
