If you're purchasing them in-store at Walmart (which is what this deal refers to), I'd confidently say they've done their due diligence to ensure safety.
Likely, one of the main reasons they're exclusively selling them in-store is to avoid confusion and prevent customers from inadvertently purchasing counterfeit products from third-party online sources.
I'm pleased to see people exercising caution when it comes to purchasing potential counterfeit solar eclipse glasses. There are countless unsafe options online that could seriously harm someone's eyes. However, in this instance, as long as you're not buying them from a third-party seller, everything should be in order.
Doubt that .10 is due diligence my guy but sure Walmart did a great job sourcing these.

As much as I'd like to see the solar eclipse, i'm more worried about permanent eye damage from all these cheapo glasses out there. Risk vs Reward is not there for me.
FYI in person they were $1.99, not $0.10. I think they're eating the loss on these to make sure everyone has a pair accessible to them!
Pro tip: Buy a couple extra and hand them out if you see people trying to look without glasses, I bought 2 extra and I think I saved a bunch of peoples' eyesight who shared the same pairs.
However, regardless of where you find your ISO 12312-2 compliant solar eclipse glasses, or how much of a slick deal you get on them, it's probably best to exercise caution and manage risk. Your eyesight is important and fragile enough that taking multiple steps to protect it, using the "swiss-cheese" model of safety, is not a bad idea.
Before and after the totality phase of the eclipse, I will only be GLANCING through my safe eclipse viewers at the sun in the periphery of my vision, for a few seconds at a time.
T-mobile glasses are quite nice since they are regular plastic sunglasses. You can use them after solar eclipse (or before).

Last time we used "free" with purchase glasses from Hardee's. We watched and all still have our vision. They are probably just clearing them out before no one wants them (not even for free). 10 cents is probably total production cost😆
