You'll have to decide if you want to pay more for top end or wait for deal on near top of the line. Deals come and go. 18tb was $14.5/TB just a week ago. 20tb externals where less than $15tb last week and regular pros go on sale once a month or so. If you must have 22tb ok then, otherwise I rather buy 5 18tb drives instead of 4 22tb drives and have 54TB Raidz2 vs 44tb. Or wait a little bit and get 6 18tb drives and have 72tb of raidz2 storage. If you can swing it go with 5 22tb drives for $1900.
I use 12TB of data a year and keep systems for 6 years, about 72TB, so 7 18TB drives in RaidZ2 works for me and saves me $500 or so when on sale, and $200 at higher prices. It depends on how much data someone needs, NAS/Server space and plan for the use of the space/drives. If I was limited in the number of drives I could deploy and had a need for a certain TB amount, larger drives make more sense even if they cost more.

I also don't buy new anymore get recert it is much more cost effective and I backup at least 2 copies of important data but I understand some want new.
